Thomas E. Luebben
Tom Luebben has more than 35 years’ experience in federal Indian law, including litigation and settlement of Indian land and water rights cases, and negotiation of tribal agreements and business leases dealing with agricultural and mineral development. He has taught Indian law topics as an adjunct professor at the University of New Mexico School of Law and as a guest lecturer at the University of Arizona School of Law. He is also the director of litigation for the non-profit Native Lands Institute. Tom holds an undergraduate degree in geophysical engineering from the Colorado School of Mines and a JD from the New York University School of Law, where he was a Root-Tilden scholar.
