Lectures also cover the genesis and development of the Winters Doctrine, federal water contracts, interstate compacts, Indian and federal reserved water rights, Indian and state jurisdiction over water, the politics and economics of water, recognition of Indian rights, and a model tribal water code. The workshop has been presented to the All Indian Pueblo Council, individual pueblos, the Mission Bands of California Indians, the Fort Totten Reservation of North Dakota, and general Indian audiences.
