Sam Hough holds both JD and LL.M. degrees from the University of Arizona College of Law Indigenous Peoples Law and Policy Program. Before joining the firm he served as the Directing Attorney in the Eureka, California office of California Indian Legal Services where he provided legal counsel to Indian tribes on a diverse array of Indian law and general civil matters, including environmental and cultural resources protection, hydroelectric relicensing proceedings before the Federal Energy Regulatory Commission; natural resources development; aboriginal and treaty fishing and land rights; employment matters; taxation; government-to-government relationships; governmental reform and constitution and code drafting; court development; law enforcement; tribal sovereignty and jurisdiction; fee-to-trust transactions; easements on trust lands; housing and contract review. Mr. Hough is of Serrano Indian descent from the Morongo Band of Mission Indians, California.
